Position Title : Software Development Specialist (.NET Full stack developer)

Context:
Under the overall supervision of the National ICT Officer and direct supervision of the Senior Software Development Specialist, the incumbent will be responsible for coordinating and implementing the activities of the Software Development Team in IOM Germany's office.
In particular:
Core Functions / Responsibilities:
Research, design, implement, and manage software programs;
Identify areas for modification in existing programs and subsequently develop these modifications;
Create prototypes to confirm requirements, design, code, test, and deploy applications.
Manage, maintain, optimize the performance, document, and support both existing and new applications.
Configure, administer, monitor, maintain, and manage the security of applications and databases.
Create, manage, and maintain database objects to be used for applications and reports.
Implement software development procedures establishing source control, backup, recovery, and issue tracking, using IOM standard tools.
Respond promptly within accepted timeframes to the application's user support and enhancement requests ensuring continued operation of the said applications.
Determine operational practicality.
Develop quality assurance procedures.
Timely report needs and progress on issues in his/her area of responsibility.
Work closely with other developers, UX designers, and business and Systems analysts.
Liaise with relevant Global ICT units and other relevant units in the Regional Office.
Keep abreast of new ICT technologies, and share knowledge with relevant colleagues.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
High school diploma with six years of relevant working experience;
Or
Bachelor's degree in Information Technology, Computer Sciences, IT Management, or an equivalent combination of training and four years of relevant working experience.
A minimum of five years of increasing responsibilities in .NET software development (particularly on VB.NET, ASP.NET) with SQL Databases and a minimum of three years of experience in developing web-based database applications and thin-client Web-based applications .
Experience
Experience in .NET development and C#, SQL Server 2012 and Up - Stored procedures, Functions, Views, Indexes, and Relational Database Design.
Extensive experience in building Web applications and/or Web services using the .NET Framework and Visual Studio 2019 and up.
Excellent knowledge of object-oriented architecture and design patterns for building highly scalable applications using .NET framework (4.8+) and .NET Core
Experience in developing design artifacts based on UML notations and using standard tools.
Proficient in the development and deployment of applications on cloud platforms such as AWS and Azure.
Proficient in back, middle, and front-end development.
Experience in GIT.
Experience in software development using DevOps.
Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) and in complex operations, including conflict and post-conflict situations preferred.

SKILLS

Solid technical knowledge of SQL Server administration and programming, HTML, CSS, Java Script, ASP, ASP.NET, C#, and knowledge of XML and Bootstrap.
Possess a good understanding of relational database concepts.
Possess a good understanding of SOAP/REST web services and their payload schema.
Possess client-side web development skills (HTML, CSS, JQuery/AngularJS/React JS) .
Has working knowledge in Power Platform (Power Apps, Power BI, Power Automate).
Has working knowledge of SharePoint.
Familiarity on CI/CD Tools such as Azure DevOps.
Languages
REQUIRED
For all applicants, fluency in English is required (oral and written).
DESIRABLE
Knowledge of German or another official IOM language (French, Spanish) is an advantage.
